What is a Home Equity Loan (Equity Term Loan / Cash Out Refinancing / Mortgage Withdrawal Loan) in Singapore

A Home Equity Loan in Singapore — also known as an Equity Term Loan, Mortgage Withdrawal Loan, or sometimes referred to as Cash-Out Refinancing — is a loan secured against the value of the borrower's residential property. It is a financing option that allows homeowners to unlock the value tied up in their property. Equity refers to the difference in the market value of your property and the outstanding mortgage. The equity will gradually increase as you service your mortgage over the years. An increase in your property value also add to the equity. This equity can be substantial especially if you have held the property for many years.

By borrowing against the equity (the difference between your property’s current market value and your outstanding mortgage), you can access additional funds for personal, investment, or business needs.

Banks in Singapore typically disburse the loan as a lump sum, with repayment structured over a fixed term, similar to a regular housing loan. The maximum amount you can borrow depends on factors such as your property’s value, the outstanding loan balance, and prevailing regulatory limits. Pros and Cons of Taking Up a Home Equity Loan in Singapore

A Home Equity Loan can be a great way for homeowners to unlock the value of their property. However, like any financial product, it comes with both advantages and limitations.

Benefits of a Home Equity Loan

  • Lower interest costs compared to other loans

Interest rates for home equity loans are usually lower than those for renovation, business, or education loans. This makes them one of the most cost-effective ways to borrow large sums of money.

  • Access to substantial funds

Depending on your property’s valuation and outstanding mortgage, you can borrow a significant amount of cash — often larger than what is available through other types of financing.

  • Flexible usage

Funds can be used for a wide range of purposes such as business expansion, investments, property renovation, or education expenses, while you continue to retain ownership of your home.

  • Debt consolidation option

Home equity loans can be used to replace higher-interest unsecured debts, reducing your overall interest expenses and simplifying repayments.

Limitations and Considerations

  • Available only for private properties

HDB owners are not eligible for home equity loans.

  • Minimum loan size

Most banks in Singapore require a minimum loan amount, usually around S$200,000, which may not suit smaller financing needs.

  • Borrowing limits

The amount you can borrow depends on your property’s current valuation, the outstanding mortgage, your CPF usage (including accrued interest) and regulatory limits such as the Loan-to-Value (LTV) ratio and Total Debt Servicing Ratio (TDSR).

  • Repayment from cash, not CPF

Unlike regular home loans, CPF funds generally cannot be used for monthly repayments, so you’ll need to budget sufficient cash flow.

  • Property is at risk

Since the loan is secured against your property, failure to repay could result in the bank taking legal action, including foreclosure in serious cases.

💡Tip:
Cash-out refinancing (home equity loan / mortgage withdrawal loan / equity term loan) usually carry lower interest rates than other types of financing such as renovation, business, or study loans. If you qualify, tapping on your property’s equity could lead to substantial savings compared to more expensive loan options. Before your lock-in period ends and you are exploring to refinance your mortgage, you can consider this option to make your asset work for you.

Home Equity Loan - How Much Can You Loan?

MAS set the maximum loan-to-value (LTV) ratio, as well as the maximum loan tenure (capped at 35 years) for Home Equity Loans in an update in 2018. Following that, the loan amount you can access through an equity term loan depends on several factors:

  1. Your current property value according to lender’s valuation
  2. Your outstanding mortgage balance
  3. CPF usage and accrued interest
  4. Loan-to-Value (LTV) limit set by MAS. Currently it is at 75%* if you have no outstanding housing loans for other residential properties or 45% if you have 1 or more outstanding housing loans for other residential properties
  5. Your TDSR limit (applies for borrowers who are individuals, sole proprietorships or shell companies). TDSR does not apply if the mortgage withdrawal loan amount, together with any other outstanding loan secured on the same property, is 50% or less of that property's current market valuation.

These limits apply to home equity loan applications made on or after 6 July 2018.

Home Equity Loan vs Home Loan – What’s the Difference?

Although both are secured against your property, a Home Loan and a Home Equity Loan serve very different purposes:

  • Home Loan (Purchase or Refinance):

A home loan is taken to finance the purchase of a property or to refinance an existing mortgage. The funds are disbursed directly to pay the property seller (for purchases) or to redeem your outstanding loan (for refinancing). The bank that grants your home loan typically holds the first legal charge on your property, giving it first priority in the event of default or bankruptcy. Repayments are made over a fixed tenure, usually with a mix of CPF and cash.

  • Home Equity Loan (Equity Term Loan / Cash-Out Refinancing / Mortgage Withdrawal Loan):

A home equity loan allows you to borrow against the equity you already own in your property. The bank disburses the loan amount as a cash lump sum, which can be used for business, investments, renovations, education, or other personal needs. Unlike a home loan, CPF funds cannot be used for repayment — instalments must be serviced in cash. In Singapore, equity loans are often registered as a subsequent charge (for example, a 5th charge), which ranks behind the primary mortgage in priority of claims.

In summary:

A Home Loan helps you buy or refinance a property, with the bank holding the first charge on your property.
A Home Equity Loan helps you unlock cash from an existing property you own, usually registered as a subsequent charge behind your main mortgage.
Both are secured by your property, but their purpose, repayment source, and legal charge priority differ.

Who is Eligible for a Home Equity Loan in Singapore?

The eligibility criteria vary among Financial Institutes (FI). However, the following factors are typically considered:

  • Type of property owned: You must be the owner of a private residential property. HDB flat owners do not qualify.
  • Positive Equity: The amount of equity you can access is determined by the difference between your property's market value and your outstanding mortgage balance. Banks typically have a minimum loan size of S$200,000.
  • Ownership rules (loan must be taken by property owner)
  • CPF usage implications: The amount of CPF used in financing the property plus accrued interest must be taken into consideration before arriving at the maximum Home Equity Loan.
  • Income and Creditworthiness: FI often evaluate your income stability and credit history to assess your ability to repay the loan.
